At The International Human Rights Conference

I always feel shy about accepting awards. Besides, I feel that one's glory cannot replace the world's suffering. For the sake of the world's suffering people, even if I have to die today, I am willing to do it immediately. (All applaud.) I have been in contact with important persons in many countries and suggested many ways to help the refugees. For example, if any country would accept them, we will donate all our possessions and continue to contribute hundreds of thousands of US dollars each month to help these refugees until they can be independent.

Why do the Au Lac refugees make us so anxious lately? It's because they have been overly oppressed. Some felt so hopeless that they committed suicide. So far, nearly one hundred of them have committed suicide within a few days... only two, three days, almost one hundred people! We don't know what will happen if this continues. Over 500 according to police report (2,000 according to inmate report) tear gas grenades were used against a small number of people, most of them being women and children. Now it is almost the twenty-first century. Do you think this is the proper human behavior? I am not just worried about the refugees. I am more concerned about the conscience of our world. We have developed this far, yet we are still so backward, so barbaric. What will become of our world? Will it become hell with people killing each other for properties, like animals?

I am very glad to know that there are still many good people in Formosa and the world is still full of loving people. I was very upset at first. But, today, you came from all over the world and many important people and compassionate groups came from Formosa, very much wanting to support and protect the weak and homeless refugees. So I have more hope. (Master sheds tears.) (All applaud.) I wish in the twenty-first century, our world would change to mutually protecting and loving each other. Even though there are so many refugees, if each family would open its door to accept one person, there wouldn't be any refugees left. After a while, they will get used to the new place and become independent. They will be able to earn money and live their own lives. They will not trouble us forever. Sometimes, God tests us by sending people in distress to our doorsteps to see if we really have learned His teachings and to see if we really have compassion. Therefore, we shouldn't miss this opportunity. Why, after five thousand years, millions of people fled Au Lac in flocks, men and women, the old and the young, the rich and the poor, politicians and the ordinary people, all running away like that? Because God wants us to know that compassion and love are precious, and that freedom is right for all. Therefore, if we don't accept these refugees, we are betraying our own ideals. We are the pathetic ones, not the refugees, because our ideals, our souls and our noble thinking are the most important; not just the lives of a group of people are so important. Do you understand? [All applaud.]

We, the multitude of people from different countries, races and organizations, gather this day in Taipei at the International Conference Hall with one voice, one heart to sign an agreement with international blessing for the following suggestions, for the benefit of the Vietnamese Asylum Seekers and the host countries, as this matter has been dragging on for years at the expense of the concerned host countries, as well as the lives and spirit of the Asylum Seekers; because the latter are still fearful of going back to where they had risked their lives to run for refuge in the free world. For those who do not wish to go back to Viet Nam: there are 3 alternatives:

1. *The International Supreme Master Ching Hai Meditation Association will provide financial help and man-power to the first Asylum Countries to help establish a self-help working scheme for the refugees - if the above countries are willing to retain them in a free condition. This may or may not involve naturalization for the Asylum Seekers. Perhaps a special I.D. card could be provided so that the subjects can meanwhile integrate into the respective society.
   This project can go on until the situation in Vietnam truly improves to win the trust and confidence of those exiled. The above project can be established either right in the camp, if space allows, or next to it, as well as in neighboring locations depending on the countries.
2. *If the (1) project is not accepted, one among the 74 countries should lend, rent or sell to ISMCH Meditation Association a large piece of land to accommodate the above V.N. Asylum Seekers. We will also finance everything necessary from transportation to a resettlement program etc. Similar to (1) whether or not the V.N. migrants receive citizenship from the concerned country.

   We request that the U.N., the 74 countries, and other countries involved, recall their pledge of justice and brotherly love to all nationalities and respect the principles upheld by U.N.'s own members in the International Covenant on Civil and Political Rights, December 16, 1966 article 9,10,12

   Art.9.1- Everyone has the right to liberty and security of person. No one shall be subjected to arbitrary arrest or detention. No one shall be deprived of his liberty except on such grounds and in accordance with such procedure as are established by law.
   Art.10.1- All persons deprived of their liberty shall be treated with humanity and with respect for the inherent dignity of the human person. Art.12.2- Every one shall be free to leave any country, including his own. 3- The above mentioned rights shall not be subject to any restrictions except those which are provided by law, and are necessary to protect national security, public health and order, or the rights and freedom of others, and are consistent with the other rights recognized in the present covenant.

   3 *In case any Asylum Seekers voluntarily repatriate, a group of self-funded international lawyers should be allowed to be in Viet Nam for a period of time (1 year) to monitor the fairness and security accorded them by their government.

   We, the above mentioned ISMCH Meditation Association and other supportive organizations and individuals from governmental bodies as well as religious groups will stand-by and offer all of our support, financially and spiritually.

   International Human Rights Proclamation

   There are two powers struggling to influence us in this world and some other worlds beyond: The negative and the positive. We have normally the freedom to choose to follow one power or the other, but often the choice is affected by our own prejudice, social environment as well as education etc...

   However, if we are strong, we can overcome all these obstacles and receive only what is noble and good - that is the positive influence. The positive influence makes us good and decisive in important matters, especially those pertaining to the benefit of others. At that time, we are truly the children of God. We'd represent God and His Loving Glory on earth by noble deeds and thoughts.

   "Thy Kingdom Comes,
   in Heaven as on Earth. Amen!"

   Cause when all beings on this planet help and protect one another, the earth is elevated to heavenly Standard. And the loving atmosphere would embrace the whole world.

   How wonderful for us and for our children to live in such paradise while we even have this physical body. This could be possible if all of us do unto others what we want it done to ourselves. Give others what God grants us when they lack and ask for it.

   The more we give the more we will gain, this is the secret law of "demand and supply" Just like the investment will bring more and more benefit and thus breeds more benefit etc... as the benefit becomes the capital for new investment.

   So, let's act in any way at any time in this spirit and transform our world into Heaven. Help others and help ourselves! ourselves! As you sow, so shall you reap.
